3 Quick Apply Full-time 6 hours ago Full Job Description BASIC FUNCTION:
Establish and build relationships with prospective foster parents as well as kinship families.
Consistently encourage them to schedule and turn in all requirements to become licensed as a foster/adoptive home.
Continue to support foster homes after licensure as they have questions or need assistance but their case manager will be their main point of contact.
Oversee Community Liaisons for your assigned region(s).
RESPONSIBILITIES/TASKS:

Coordinate and implement the recruitment of foster and adoptive parents for the Foster Care program.
Recruit foster homes by writing letters, placing ads and giving presentations; take inquiries from potential foster families, meet families and assist with paperwork and in-home training.
Timely and accurately complete the required licensing, assessment, and support processes to ensure that families meet Licensing Standards and are appropriately prepared to care for children; make recommendations for utilization; introduce new families to field/adoptive staff for future utilization; amend individual licenses relative to caps, city, age ranges, etc.
and renew licenses at required intervals.
Accept incoming placement calls; screen calls when intake is unavailable.
Make and document all telephone contacts with parents or outside agencies; timely and accurately file all paperwork.
Report suspected child abuse/neglect to Administrator and appropriate law enforcement agency.
Maintain complete and accurate information in Home and Client Information System.
Maintain a supportive relationship with foster care resources, which includes identifying on going training and support needs; assisting in obtaining such services along with other team members; coordinating, with assistance from other team members; providing support and strengthening relationships with foster parents; monitoring licensed foster or adoptive homes as required to ensure the home is in compliance with Licensing Standards and assisting families in resolving compliance issues.
Recruit and develop foster and adoptive homes; participate in public relations assignments directed for purposes of educating the community about resource need within the region of service.
Consult with TDFPS staff with recommendations about the selection of foster family resources that best meet the needs of the children, which includes recommendations for support services to maintain the resource.
Help support the Regional director when he/she conducts investigations relative to complaints about licensed foster /adoptive homes in accordance with the TDFPS; identify issues and assist families in developing corrective action plans; and make recommendations for licensing enforcement when appropriate.
Participate in regional needs assessment process by identifying and prioritizing foster & adoptive care needs at the local level.
Provide I maintain reports, statistics, records and documentation of activities on a monthly basis or as required.
Utilize excellent public speaking skills to successfully communicate with a multi-ethnic population base in the community.
Coordinate and lead frequent community presentations for recruiting purposes.
Work evenings and weekends as needed.
Maintain compliance with all Lonestar policies, procedures and Maintain compliance with all state and federal laws and regulatory requirements.
Work successfully as part of a team and responsible for developing then maintaining strong working relationships with co-workers.
Attend and participate in staff meetings and training as required.
Perform general office tasks as required.
Perform special assignments, projects, and other duties as (example, adoption events, foster parents' parties or events) Email each prospective foster/adopt home on a biweekly basis and call the family to ensure they received the email.
Organize and input all new foster home applicant information.
Request all out of state background checks required for prospective foster parents.
Request all calls for service for prospective foster homes.
Contact the current agency a family is licensed with to request all pertinent information for a transfer home.
Contact CPS for pertinent information for all kinship homes.
Keep Director over the region or FHD informed of a family's progress and when they are close to being licensed.
Schedule CL meetings and enter details into ER.
Add 60 days to the CL meeting date as the projected date of licensing A minimum of four licensed per month, 8 licensed per LSS standards.
Must be able to assist with hospital sitting as needed.
POSITION EXPERIENCE and ABILITIES:
NOTE:

Candidates must have the ability to satisfactorily perform the essential functions of the job.
Requires in depth understanding of a comprehensive field of knowledge normally associated with the attainment of a bachelor's degree or master's degree in the behavioral sciences or education.
Bachelor's Degree in a related field required; Master's degree preferred with coursework in the behavioral sciences or education.
Minimum one-year prior related professional experience in a public or private social welfare agency Minimum one-year prior related experience as a Case Manager preferred.
Requires extensive knowledge of modern methods and techniques required for specialized training Requires working knowledge of the administration of training programs and knowledge of available literature in the social work field.
Requires working knowledge of current social and economic problems of community and individual health, educational and recreational needs and community and State resources.
Requires skill in the development of foster parents through the planning and conducting of training sessions; requires ability to maintain effective professional relationships with foster parents, staff, and other disciplines.
Requires proficient ability to speak, read and write English.
Preferred but not a requirement to be bilingual in Spanish.

Requires flexibility to work nights and weekends as needed to speak in churches and other public places to work as a team member and meet business needs.

Must take CPR, first aid, and restraint training upon employment with Lonestar; must be willing to participate in training to be a trainer in these areas.
Requires ability to hear and receive verbal instructions, answer phones, communicate with people in situations with some background noise.
Required to maintain confidentiality.
Proficient working knowledge and ability to accurately and timely operate and perform computer related tasks with specific equipment and software applications required.
Requires ability to speak clearly and make self-understood effectively in face to face interactions; articulate with accuracy to speak on the phone.

Requires ability to drive assigned vehicle(s) or personal vehicle, with appropriate state license, following all laws applicable; must provide proof of liability insurance and must be eligible to be insured under Lonestar's insurance Must be age 21 or older to drive on behalf of Lonestar.
Requires ability to use up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force continuously to move objects and/or people.
